Moscow details plan to increase military as Ukraine warns of new Russian offensive

KYIV, Ukraine—Russia detailed plans to increase the size of its military as Ukraine warned that Moscow may do so offensive preparation and Ukrainian president Vladimir Zelensky urged Western allies to speed up provision of weapons for the country.
